Can a Canadian lender makes loan to US commercial property without license?

The states require someone to register if they are licensed but unless they are going to make loans.
The states require someone to take lien on someones home as collateral but have representative offices all over to lend only to receive deposits thats why banks dont need license to register if they are licensed but have branches in the states where they are licensed but unless they are doing residential mortgages nobody cares banks only have branches in the states.
